BY PVA Staff

The latest Washington Update reveals a challenging political landscape as Congress grapples with potential government shutdown while advancing key veterans and disability rights initiatives. This release outlines critical developments affecting veterans with spinal cord injuries and disabilities, from federal employment protections to transportation accessibility and mental health services.

As lawmakers face mounting pressure to resolve funding disputes before the fiscal year ends, PVA continues advocating for policies that ensure veterans receive earned benefits and equal access to employment, transportation, and essential services.

Key Policy Developments

Government Funding Crisis Looms

Congress faces a potential government shutdown as the fiscal year ends September 30, with no annual funding bills finalized. The House passed a continuing resolution to fund government through Thanksgiving, but the Senate failed to advance it, creating shutdown risk.

Veterans Affairs Leadership

The Senate Veterans’ Affairs Committee held a confirmation hearing for Karen Brazell, nominated as VA Under Secretary for Benefits. Brazell, an Army veteran with 40 years of experience, emphasized ensuring veterans receive their earned benefits.

Disability Rights and Employment

PVA opposed a Department of Labor proposal that would eliminate the 7% employment goal for people with disabilities among federal contractors, arguing it would weaken critical affirmative action requirements under Section 503 of the Rehabilitation Act.

Transportation Accessibility

PVA participated in National Council on Disability discussions on ground transportation accessibility, addressing challenges with taxis, ride shares, and public transit for people with mobility disabilities.

Defense Authorization

The House passed the National Defense Authorization Act with amendments improving the Transition Assistance Program for separating service members and requiring better TRICARE notifications.

Mental Health Progress

VA’s suicide prevention efforts show measurable improvements, with the Veterans Crisis Line answering 97% calls within 20 seconds and handling 2.7 million contacts since the 988 national launch, representing a 46% increase in daily calls.
