House Committee Advances Elizabeth Dole Home Care Act for Veterans

The House Veterans’ Affairs Committee recently marked up the Elizabeth Dole Home Care Act, a top priority for the Paralyzed Veterans of America (PVA) in 2023.

The bill aims to expand VA home care options for veterans by lifting spending caps and improving programs. After delays, the bill moved forward thanks to adjusted cost estimates. The PVA will continue working with Congress to pass this critical legislation that would provide more support for veterans needing home care.

Here are some of the key points about the Elizabeth Dole Home Care Act:

– The bill aims to expand home care options for veterans by lifting the cap on VA spending for purchased home care. Currently the cap is 65% of the cost of nursing home care. The bill would raise it to 100% and allow the VA Secretary to exceed 100% for veterans with ALS, spinal cord injuries, and other conditions.

– The bill was previously delayed due to a high cost estimate from the Congressional Budget Office. After a bipartisan effort, the CBO adjusted the cost allowing the bill to move forward.

– The legislation would expand VA home care and community-based programs like the Veteran Directed Care program. It would also require the VA to allow caregivers in this program to be paid while a veteran is hospitalized.

– The bill now heads to the full House and Senate for votes. PVA will work with Congress to pass this priority legislation that aims to improve home care options for veterans.
